Attached are the Advisory Committee meeting minutes for 30 Aug 2018

Fire & EMS Program Advisory Committee Meeting
30 Aug 18
Meeting Minutes
ATTENDANCE
Don Woolem, Committee Chair, Paramedic/Firefighter, Chief Medical Officer, Affton Fire Prot. Dist.
Michael Stemmler, EMT/FireFighter, French Village Fire Department, SLPS Fire & EMS
Ken Riddle, Paramedic/FireFighter, Chief, SLPS Fire & EMS

Bill Franz, Owner, Sentinel Emergency Solutions
Antuan Knox, EMT/Firefighter, SLPS Fire & EMS Volunteer (Alumni, Class of 2008)
Heba Omran, Student, FF/EMT class of 2019

EQUIPMENT STATUS
• SCBAs
o MSA -31 Firehawk packs, 95 (?) cylinders (not all are hydro tested)
? Goal to have one pack available for each student, staff and volunteer (possibly 40)
? Goal to purchase more facepieces/masks so we have enough of each size to equip all students (junior and Senior), staff and volunteers
? Recommendation: continue to purchase MSA SCBAs to support the program requirements
• Committee voted approve the recommendation
? Since the Firehawk packs are no longer being manufactured, we may try to get extra packs for a supply of spare parts in case we need to repair ours in the future
o Survivair -25 packs, 12 cylinders
? These packs are a few years older and harder to get parts for
? No benefit in having 2 different types of packs in one program
? Recommendation: phase out the Survivair packs and maintain the MSA packs. Offer the Survivair packs to a needy department via the Fire Marshal’s office.
• Committee voted to approve the recommendation when we have enough MSA packs and facepieces.
• Vehicles
o Bob Zaitz, Owner, Emergency Services Supply/Osage Ambulance dealer, donated a 2008 ambulance (6.0 liter engine) to the Fire/EMT program
? This vehicle was taken as a trade-in from Community Fire Protection District
o NOTE: Due to financial restrictions, SLPS is not authorized to pay for the markings on the ambulance, we must provide funding on our own to get the ambulance marked for our use
? Discussion regarding the markings for the ambulance
? On hold pending funding and further research
• Communications
o Goal – all vehicles to have UHF and VHF capability
? Still in progress
o While installing radios in pumper and ambulance, it was discovered that the FireCom system was not working and needed repairs. All components were taken to WirelessUSA in Arnold for price quote for repairs.
o Recommendation: repair all FireCom communications equipment and re-install in our vehicles.
? Committee voted to approve the repairs of the equipment
• Bunker Gear update –
o 30 sets of new bunker gear have been received
? Will be issued to Senior class this year

• Bunker Gear Extractor/Washer
o In light of current guidelines on keeping bunker gear clean and free of contaminants and to prolong the life of the gear that we have
o Recommendation: that we purchase an extractor/washer and approved chemicals next school year to stay within current standards and maintain our gear
? Committee recommended that we put this item on hold and see if we can utilize extractor/washer with another department at this time

TRAINING STATUS
• Class enrollment: 25 students applied for the program last May
? 17 Seniors are currently enrolled
? 31 Juniors are in the program
• Missouri Division of Fire Safety Training information
o New FF 1 & 2 standards will require a change in our training/testing requirements as of 1 July 2018
? Will require more hands-on training ; therefore more field trips, etc
o Currently, we ask three (3) different organizations (St Louis FD, AmerenUE and Spire Energy) for assistance with our training requirements - at no charge
? Those organizations have an obligation to meet their training needs before ours
? Their available dates are not always concurrent with our needs/available date
• North and South County Tech Fire/EMT programs have a contract with St Louis County Fire Academy for required certification training/testing
? PROPOSED: that we explore the possibility of contracting with St Louis County Fire Academy to provide the hands-on portion of the training and testing and provide the required training props and evaluators
? Committee voted to explore the possibility of contracting for the training – Open Item
